The California Schools JPA (CSEBA and CSRM ) is built to benefit and support to enhance the mission of California Community Colleges. We support you with a wide range of coverages and solutions.

Property

We provide our Members with an outstanding combination of broad coverage and competitive pricing. Members’ physical assets (buildings, contents, etc.) are covered under this program against most risks of physical loss or damage, including flood.

Through participation in a larger consortium, CSRM is able to leverage the significant values insured to great effect, resulting in a stable, comprehensive, and competitive program designed specifically for public entities.

Schools Excess Liability Fund (SELF) JPA

Included is a quote for excess liability provided by the Schools Excess Liability Fund JPA (SELF). As an independent JPA, SELF has enjoyed a successful working relationship with the members of CSRM for 30 plus years. The partnership between the two JPAs provides a seamless corridor of active participation on the executive committee(s) and the board of directors. Although the members of CSRM prefer to participate with SELF, the choice for any single member district to participate with the SELF JPA for excess liability is optional.

Builders' Risk/Course of Construction

We provide a Builder’s Risk Extension in our Memorandum of Coverage which provides comprehensive property coverage for new construction, reconstruction, modernization and renovation projects. Its benefits include greater sub limits and broader coverage than what is provided in a standard commercial Builder’s Risk policy.

Equipment Breakdown

Equipment is exposed to unique risks that other property is not, such as electrical short circuits and mechanical forces. Unbudgeted losses from a breakdown can be extremely costly, and in many cases, greatly impact the bottom line. Therefore, equipment breakdown coverage is needed to pay for the financial loss incurred as a consequence of a breakdown.

Electronic Data Processing

Coverage against all risks of physical loss or damage for Electronic Data Processing Property and Active Data Processing Media (Media is hereby defined as all forms of Converted Data and/or Program and/or Instruction Vehicles employed in the Insured’s Data Processing Operation).

Crime

Crime insurance protects our members from theft of assets, such as cash, wire transfers, fraud, and forgery.

Directors & Officers Liability

We provide Directors & Officers coverage, which provides financial protection for the directors and officers in the event they are sued in conjunction with the performance of their duties as they relate to the JPA.

Cyber Liability

While the Memorandum of Coverage has always provided full limits of coverage for third-party cyber liability relating to data breaches, members realized more protection was necessary for this evolving risk. The  Board of Directors voted to incorporate the first party property coverage that generally constitutes the majority of costs for member districts following a data breach incident.

Aircraft

Coverage specifically when used for educational purposes.

Auto Physical Damage

Auto physical damage covers direct physical loss or damage to an “auto,” including its equipment, that are the property of the Member or similar property of others for which the member is responsible, per Member Schedule of Values on file with CSRM.

Communicable Disease Defense

Coverage for defense cost and fees related to disease, illness, or condition directly or indirectly caused by, or arising out of, or contributed to by, one or more of any pathogen(s), including but not limited to bacteria, viruses, including diseases arising out of Coronavirus (i.e. COVID-19), MERS-CoV, SARS-CoV, and any other group of related viruses, markers, microbial agents, microorganisms, biological organisms, parasites, insects, protozoa, or any other source, combination, variant or mutation thereof, capable of transmission or spreading by any means from any source.

Flood

In general, coverage is provided for direct physical loss to the property from a flood which is described as:
A general and temporary condition of partial or complete inundation from:

•Overflow of inland or tidal waters
•Unusual and rapid accumulation or runoff of surface waters from any source

Injunctive Relief

Coverage for defense cost and fees.

Pollution

Coverage for bodily injury, property damage, and cleanup costs caused by pollution conditions at scheduled owned or leased sites or arising from certain operations.

Student Medical Payments

CSRM will provide Student Medical Payments Liability Fund payments up to a maximum of $5,000 per occurrence for any student injured while in the care, custody, and control of the Member during a Member sponsored activity. This coverage will only provide payments in excess of all other applicable insurance policies and will only provide reimbursement for the deductible in cases where primary insurance exists. CSRM may provide coverage for students without insurance on a hardship basis.

Deadly Weapons Program (ADWRP)

The deadly weapons program (ADWRP) covers property damage including business interruption, crises management services, counseling services, funeral expenses, and demo/clearance and memorialization.  Additionally, the policy covers crisis management services (pre and post event). Pre-event services include providing a security vulnerability assessment and education seminar. Post-event services include crisis management accessed via a direct call, additional security, counseling, funeral expenses, and monitoring of social media.

General Liability

Employment Practice Civil Lawsuits. We also have an extended sublimit for Injunctive Relief, Communicable Disease Defense, and Title IX matters. CSRM’s staff and leadership continue to strengthen our long-term relationships with brokers, insurers, and third-party administrators, and are therefore able to implement creative solutions to address the range of problems that come from handling liability claims. JPA staff will personally assist each member district in matching counsel to the specific case so that you have choice as to whom is representing your interest.

Because we are member driven it also means that we listen by developing program limits suited to your current needs, deductibles matched for your loss history, and even help you with reportable losses.
